I return once again to Vilnius "Žalgiris," because yesterday's victory was beautiful, while the situation with the former club management seems rather ugly.
Over the past days, I have received a lot of information (especially from former club employees) about what might have been happening at the club, and I see that the only way forward is to obtain open public responses from the club's management and shareholders. I hope that the Vilnius municipality, which allocates a very serious amount of public funds to the club, will also be interested in receiving answers.
Therefore, today I sent a public letter to the director of "Žalgiris" and all the shareholders:

Request for information regarding the financial decisions of the Public Institution "Vilnius Žalgiris” and the assurance of public interest

Dear Director,
Given the significant public interest in the situation at your club, as a public information preparer, I am preparing a publication on the Substack platform and a special investigative program for Laisvės TV aimed at the financial transparency of football clubs.
I have received information from sources within the club and former employees about certain financial decisions made by the former club management that I would like to verify and present to the public objectively and accurately.
In accordance with Article 10 of the Law on Public Institutions, Paragraph 3 of Article 6 of the Law on Public Information, and Article 25 of the Constitution, I kindly ask for answers to the following questions:
1. Can you explain on what basis the former director Vilma Venslovaitienė was awarded bonuses during the 2022–2025 period, with the total amount, according to sources, reaching nearly 500,000 euros? Who approved the amounts of these bonuses, and what criteria were they based on? Is it true that such bonuses for the director were several times higher than those paid to players?
2. Is it accurate that in September 2025, before leaving her position, the former director could have received more than 30,000 euros in severance or bonus payment? On what legal basis could such a payment have been made?
3. Can you confirm the information that appeared in the media in September stating that head coach Vladimir Čeburino's monthly salary in recent years could have reached up to 14,000-15,000 euros? How does this amount compare to the salaries of other A league coaches, and was it determined solely by the former director?
4. Were additional bonuses awarded to the coach for sporting results, and if so – what were their amounts and approval procedures?
5. Were percentage bonuses from player transfer amounts specified in the contracts of the club's coaches? If so, what were their amounts, what legal basis was applied, and does this comply with FIFA and UEFA ethical principles?
6. Could you explain what the practice of advance payments according to advance reports is in the club – for what purposes are they used, and what control procedures are applied? Is it true that the total amount of such payments from 2022 to 2025 could exceed 100,000 euros, and were all settlements made on time?
7. Is it true that in 2025, an expensive vehicle was purchased with club funds for the needs of the head coach? What was its value, who owned it, and what is the status of this asset after the coach's departure?
8. How credible is the information that a company, which is one of the club's shareholders, could have been paid about 150,000 euros for services over several years? Who approved these transactions, and were they carried out under market conditions?
9. Did the Public Institution "Vilnius Žalgiris” grant loans to individuals in 2022-2025, and if so – on what legal basis?
10. Does the club have an internal approval procedure for bonuses, advance payments, and related transactions, was it applied in all the mentioned cases, and were the shareholders informed about these decisions?
I request that answers to the questions be provided within 14 days from the date of receipt of the request, in accordance with the provisions of the Law on Public Information regarding the provision of information to the public and the transparency of public interest activities.
A copy of this request is also being sent to the shareholders of the Public Institution "Vilnius Žalgiris,” as they are responsible for overseeing the institution's activities and ensuring transparency, according to the Law on Public Institutions, and in answering certain questions, the director may need the consent of the shareholders.
